First Lady Liza Marcos leads the 2026 OFW Serbisyo Caravan in Dubai, offering medical, e-government, and welfare services to Filipino workers.
First Lady Marie Louise “Liza” Araneta Marcos spearheaded the opening of the 2026 Bagong Bayani ng Mundo – OFW Serbisyo Caravan, Leg 3, on January 10, 2026, at Conrad Hotel, Dubai, UAE. She was joined by DMW Secretary Hans Leo J. Cacdac and OWWA Administrator PY Caunan, alongside Consul General Ambrocio Brian Enciso III, His Excellency Alfonso Ferdinand Ver, and representatives from nine Philippine government agencies.
The event aligns with President Ferdinand R. Marcos Jr.’s directive to bring efficient, compassionate government services closer to overseas Filipino workers (OFWs), particularly in countries with large Filipino populations such as the UAE.
In his message, Secretary Cacdac highlighted that the Serbisyo Caravan goes beyond document processing, serving as a tangible demonstration of the government’s concern for OFWs’ health, welfare, and dignity. Over 100 OFW patients received immediate medical assistance through MWO-Dubai and OWWA, including support for those battling cancer through programs like the DMW AKSYON Fund, OWWA e-CARES, SSS disability benefits, and other medical initiatives under the First Lady’s Lab for All program, implemented in partnership with the Office of the President – Presidential Action Center (PACe).
The Caravan also featured expanded e-government services, led by DICT Secretary Henry Aguda, enhancing digital access for OFWs. Key highlights include the OFW Pass integrated with eGovPH, online employment contract verification, and the Kumusta Kabayan App, designed to streamline access to essential services for Filipino workers abroad.
According to the DMW, these initiatives continue to implement the “Red Carpet, Not Red Tape” vision, honoring the legacy of the late Secretary Susan “Toots” Ople. The programs ensure that every OFW is treated with dignity, protected, and supported by a government ready to serve them anywhere in the world.
