LTO License Renewal at 3rd OFW Serbisyo Caravan Dubai 2026

LTO will provide driver’s license renewal and record updates for Filipinos in Dubai during the 3rd OFW Serbisyo Caravan on January 10–11, 2026.

The Land Transportation Office (LTO) will be providing select driver’s license services to Filipinos in the UAE during the 3rd OFW Serbisyo Caravan, scheduled on January 10 to 11, 2026, at the Conrad Hotel along Sheikh Zayed Road, Dubai.

According to MWO Dubai Advisory No. 02, Series of 2026, the service is exclusively available to Filipino citizens residing or working in the United Arab Emirates. The initiative forms part of the Bagong Bayani ng Mundo – Serbisyo Caravan (Leg 3), aimed at bringing essential Philippine government services closer to overseas Filipinos.

During the two-day event, LTO will accept applications for driver’s license renewal, as well as updates to personal records, including address and marital status.

For driver’s license renewal, applicants must present a completed Application for Renewal Form, their current or expired license card, a medical certificate from an LTO-accredited clinic, and a Comprehensive Driver’s Education (CDE) certificate accessible through their LTO portal account. The base renewal fee is PHP 585, with additional penalties depending on how long the license has been expired.

Late renewal penalties apply as follows: PHP 75 for licenses expired from ten days up to one year, PHP 150 for those expired between one to two years, and PHP 225 plus a PHP 100 application fee for licenses expired for over two years.

Applicants may also request a change of address, which requires proof of residency and proof of billing, with a fee of PHP 100. Meanwhile, change of marital status requests require a PSA-issued Marriage Certificate, also with a PHP 100 processing fee.

LTO clarified that licenses expired for more than two years may still be renewed during the caravan, provided they were originally issued between 2016 and 2023.

Payment of LTO fees must be completed online via the LTO portal using GCash, Visa Debit, or Mastercard prior to processing.
