The Senate has approved on second reading the proposed 2026 General Appropriations Bill (GAB), moving the government’s spending plan one step closer to final enactment.

During plenary deliberations, several senators voiced concern over the continued reliance on unprogrammed funds, calling the practice “very dangerous” and prone to potential misuse based on previous budget cycles. Lawmakers stressed that essential government programs should be fully and properly funded within the programmed budget rather than relying on discretionary or uncertain allocations.

The debates highlighted a broader push for stronger oversight, transparency, and accountability in managing national finances. Senators reiterated their commitment to limiting discretionary spending and reinforcing public trust in how taxpayer money is allocated and used.

With the approval on second reading, the budget measure is now set for third and final reading, bringing it closer to full passage ahead of the 2026 fiscal year.
