BJMP Confirms Contractor Sarah Discaya Spent Christmas in Jail Without In-Person Visits

The Bureau of Jail Management and Penology reports that contractor Sarah Discaya spent Christmas at Lapu-Lapu City Jail without in-person family visits but had access to online communication through the E-Dalaw system.
Contractor Sarah Discaya spent the Christmas holiday at the Lapu-Lapu City Jail Female Dormitory without receiving any in-person visits from family members, according to the Bureau of Jail Management and Penology (BJMP).
BJMP spokesperson and Jail Superintendent Jayrex Bustinera said that while no physical visits were recorded during the holiday, Discaya was able to communicate with her family through the jail’s E-Dalaw system, an online visitation platform available to all persons deprived of liberty (PDLs) nationwide.
Based on the warden’s report, Bustinera confirmed that Discaya availed herself of the E-Dalaw service, noting that the same privilege is accessible to all inmates, regardless of status. He emphasized that the program ensures equal access to communication for both high-profile and ordinary detainees.
Bustinera also disclosed that Discaya’s only direct communications outside the facility have been with her legal counsel.
He reiterated that Discaya has been treated no differently from other inmates, in strict compliance with the directive of Justice Secretary Juanito Victor “Jonvic” Remulla and BJMP Chief Jail Director Ruel S. Rivera, which prohibits any form of preferential or VIP treatment within detention facilities.
The BJMP assured the public that all persons deprived of liberty are accorded equal treatment under existing policies, with no exceptions granted based on personal or professional standing.
