Manila, Philippines — The Independent Commission for Infrastructure (ICI) said it is closely monitoring the ongoing investigation into the death of former Department of Public Works and Highways (DPWH) Undersecretary Catalina Cabral, noting that any finding of foul play could potentially be linked to the alleged flood control scandal.
In a statement, the commission stressed that while the investigation remains ongoing, the possibility of a connection cannot be ruled out should authorities determine that Cabral’s death involved criminal circumstances.
The ICI underscored the need for a thorough, transparent, and independent investigation, citing Cabral’s previous involvement in major infrastructure and flood control projects that have been the subject of public scrutiny in recent years.
