Bong Revilla, Zaldy Co Named in Bulacan ‘Ghost’ Project Cases

DOJ adds Bong Revilla and Zaldy Co as respondents in alleged Bulacan “ghost” flood control projects. Multiple graft and falsification charges under review.
The Department of Justice (DOJ) has included former senator Ramon “Bong” Revilla Jr. and resigned congressman Zaldy Co as additional respondents in two of five cases involving alleged “ghost” flood control projects in the municipalities of Balagtas and Pandi, Bulacan.
According to Justice officials, two cases remain under preliminary investigation, while the remaining three have already been submitted for resolution. The complaints involve accusations of malversation through falsification, perjury, and violations of the Anti-Graft and Corrupt Practices Act.
Revilla and Co have been given five additional days to submit their counter-affidavits. DOJ prosecutors noted that the cases may be resolved by December 15, provided no further pleadings are filed.
The DOJ further confirmed that the Office of the Ombudsman has authorized the department to investigate three related ‘ghost’ projects, which allegedly involve several DPWH officials and multiple contractors.
Investigation panels have already been formed, and subpoenas will be issued once the National Bureau of Investigation completes the necessary documents.
The cases form part of a wider probe into the alleged misuse of public funds through non-existent or improperly executed infrastructure projects.
